Gabriel is an associate in our Business Law Group in Montreal where he is also a member of our Cyber/Data Group. His practice focuses on privacy and data protection, IT outsourcing, cyber/data work, and private M&A and transactional matters.

His experience includes:

• drafting privacy policies, privacy and cybersecurity incident response and policies and procedures, and other related governance documents for various private sector and non-profit organizations;
• conducting a privacy impact assessment for a public sector organization;
• drafting a current state and gap assessment report to help a client develop a roadmap to achieve compliance with privacy laws, including Alberta’s Personal Information Protection Act, British Columbia’s Personal Information Protection Act, Canada’s Anti-Spam Legislation, the Personal Information Protection and Electronic Documents Act and Quebec’s Act respecting the protection of personal information in the private sector, as amended by An Act to modernize legislative provisions as regards the protection of personal information;
• conducting corporate and intellectual property due diligence in the context of private M&As;
• acting for oxio in the $100 million acquisition of its telecommunications operations by Cogeco Connexion Inc.;
• acting for Athos Commemorative Services Inc. in its acquisition of Memoria; and
• acting for Sagard Private Equity Canada in its investment in the share capital of Groupe Norbec Inc.

Prior to joining the firm, Gabriel held several positions in the fields of politics, diplomacy, and security. As an Intelligence Analyst at a Tel Aviv-based security firm, he analyzed geopolitical trends in the Middle East, helping corporate clients navigate a complex business environment. He also worked as a Parliamentary Assistant to Canada’s Minister of International Trade and, more recently, as a Director of Political and Public Affairs in a foreign diplomatic mission where he was the senior political advisor to two consul generals.

Gabriel holds a bachelor’s degree in political science from Concordia University (B.A. 2013), a master’s degree in political science from the University of Ottawa (M.A. 2015), a master’s degree in security and diplomacy from Tel Aviv University (M.A. 2017), and a joint bachelor’s degree in civil law and juris doctor from McGill University (B.C.L./J.D. 2020). He also pursued doctoral studies in international relations at the University of Toronto. His graduate research, which was published in peer-reviewed journals, explored the strategic, moral, and political implications of using new technologies such as artificial intelligence and drones in military and counterterrorism campaigns.

Gabriel was admitted to the Quebec Bar in 2022. He is also a Certified Information Privacy Professional for Canada (CIPP/C 2024). He is fluent in French and English.
